RES 16-018RESOLUTIONNO.16-018ARESOLUTIONfindinganddeclaringasubstantialneedforusingthe101%limitfactorunderROWChapter84.55.WHEREAS,theCounciloftheCityofCamashasmetandconsidereditsbudgetforthecalendaryear2017;andWHEREAS,underRCW84.55.005(2)(c),thelimitfactoristhelesserof101%or100%plusinflation;andWHEREAS,theimplicitpricedeflatorforthe2017taxyearhasbeencalculatedtobe0.953%,andWHEREAS,increaseddemandsupontheresourcesoftheCityinthecomingyearrequireadditionalresourcestoprovideservicesintheareaofpublicsafety,transportation,parksandrecreationandfacilities;andWHEREAS,theCounciloftheCityofCamasafterconsideringallrelevantevidenceandtestimonypresented,hasdeterminedthatthereisasubstantialneedtosetthelevylimitfactorat1%toensureadequatefundingforthepublichealthandsafetyandwelfareinfutureyears;andWHEREAS,RCW84.55.0101providesforuseofthelimitfactorof101%orless,withafindingofsubstantialneedbyavoteofmajorityplusoneoftheCouncilMembers.NOW,THEREFORE,BEITRESOLVEDBYTHECOUNCILOFTHECITYOFCAMASasfollows:SECTIONITheCityCouncilfindsanddeclaresthatthereisasubstantialneedforusingthe101%limitfactorunderRCWChapter84.55insettingthe2017propertytaxlevyforcollectionin2017.
