RES 1238RESOLUTION NO.1238
A RESOLUTION declaring an emergency due to
a collapsed sanitary sewer transmission main on NW 6th Place.
WHEREAS,the City of Camas has reported to the City Council ,that beginning on March 2 i ,
2012 a Sanitary Sewer Transmission Main collapsed causing a discharge of sewage effluent into a storm
water drainage course;and
WHEREAS,City personnel responded to the event immediately by installing a temporary bypass
pumping system,and reporting the discharge to the appropriate officials at the Department of Ecology as
required by law;and
WHEREAS,the damaged sanitary sewer transmission main requires immediate repair by
replacing approximately 300 feet of existing sewer transmission pipe;and
WHEREAS,there is a present emergency which necessitates activation of the City of Camas
Emergency Preparedness Plan and utilization of emergency powers granted pursuant to RCW 36.40 .180
and RCW 38.52.070(2),therefore
NOW,THEREFORE,BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CAMAS AS
FOLLOWS:
Section I
The City Council hereby declares that an emergency exists,that repairs must be undertaken
immediately,and that it is therefore necessary to waive compliance with the competitive bidding statutes.
Section II
Designated departments are authorized to enter into contracts and incur obligations necessary to
combat such disaster,protect the health and safety of persons and property,and provide emergency
assistance to the victims of such disaster,if needed .
Section II
Each designated department is authorized to exercise the powers vested under Section 1 of this
resolution in the light of the urgency of an emergency situation without regard to time-consuming
procedures and formalities prescribed by law (excepting mandatory constitutional requirements).
