A RESOLUTION authorizing the Mayor to work with the City
of Washougal to establish a planning committee for a regional fire
protection service authority.
WHEREAS,Washougal and Camas are currently cooperating in a trial consolidation of
fire services;and
WHEREAS,Washougal currently receives EMS services provided by Camas,pursuant to
an interlocal agreement;and
WHEREAS,Washougal and Camas are mutually interested in determining the best
option for providing the most effective and efficient delivery of fire and EMS services to the
community;and
WHEREAS,to explore fully which service delivery option is best for the community,all
available options should be evaluated;and
WHEREAS,the State Legislature has provided for the establishment of Regional Fire
Authorities (RFA)as an option for service delivery;and
WHEREAS,to explore fully the option of an RFA,Washougal and Camas must follow
the statutory provisions regarding the formation Gf an RFA,and
WHEREAS,pursuant to state law,the establishment of a regional fire protection service
authority commences with formation of a planning committee to consider matters identified in
RCW 52.26.040 and other related matters,ultimately culminating in preparation of a regional fire
protection service authority plan to potentially be submitted to the voters;and
WHEREAS,Washougal and Camas have utilized an ad hoc committee,consisting of the
mayors and two council members from each city to evaluate policy issues related to the trial
consolidation;and
WHEREAS,the establishment of a planning committee and the development of a
regional fire protection service authority plan does not commit the city to any specific action with
respect to forming an RFA;
NOW,THEREFORE,BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
CAMAS AS FOLLOWS :

The Mayor or designee is hereby authorized to take such steps as are appropriate for the
development of a plan for a regional fire protection service authority including,but not limited
to ,the Cities of Camas and Washougal,including identification and creation of a planning
committee to address the statutory prerequisites for the regional fire protection service authority,
and that the Planning Committee is further charged with evaluating other relevant options.

The Mayor is authorized to implement such administrative procedures as may be
necessary to carry out the directives of this resolution.
Ill
Pursuant to RCW 52.26.030(2),the City Council shall appoint three elected officials to
the regional fire protection service authority planning committee.
