In particular ,the Police and Fire Departments have pro - vided guidance for improving the street naming system in order to simplify navigation of emergency responders . North of Lacamas Lake there was 1 ,171 acres of land an - nexed in 2008 ,which added to the approximately 8 ,335 acres currently within the Camas City limits .This rela - tively large area annexed to the City predicated the need for a revision to the City ’s street naming system .The intent is that as the City expands ,this manual will con - tribute to a seamless transition of county properties into our City limits . 3 StreetNamingManualStreetPrefixesandNamesA.Allroadsbothpublicandprivateshallbeprefixed“N”forNorth,“NW”forNorthwest,“SW”forSouthwest,“NE”forNortheast,“S”forSouth,and“SE”forSoutheast.B.AllroadsbothpublicandprivateshallbeaddressedinaccordancewiththemostcurrentversionoftheCityofCamasStreetNamingGrid.C.AllalphabeticalsequencesshallbebaseduponcategorieshavingPreferably,thenamesofCamas’historicallysignificantpeopleorsites,geographicfeatures,ornativefloraandfaunashouldbeconsideredbeforeallothernames.RefertoAppendixforlistingofstreetnameexamples.commoncharacteristics.DirectionDesignationA.Allroadsbothpublicandprivate,runninginaneasterly-westerlydirectionshallgenerallybedesignated"avenues"andshallbeprecededgenerallybyanumeraldesignation.B.Allroads,bothpublicandprivate,runninginanortherly-southerlydirectionshallgenerallybedesignated"street"andshallbeprecededbyanominaldesignation.C.Drive.Streetsnotgenerallyconformingtothenortherly-southerlyoreasterly-westerlygrid,butotherwisegenerallyfollowingastraightcourseshallbedesignatedas"drive,"precededbythesamenumericalornominaldesignationasthestreetnearesttoitinsequence.D.Courts.Dead-endstreetsnotoverfourhundredfeetinlengthandnotacontinuationofastreetshallbedesignated"court."E.Circles."Dead-end"streetsnotoverfourhundredfeetinlengthandnotacontinuationofanavenueshallbedesignated"circle."F.Place.Anystreetwhichislocatedbetweentwootherswhichareconsecutivelynamedinalphabeticalsequence,butwhichdoesnotactuallyorlogicallyfitintothesequence,shallbedesignatedas"place"4 preceded by the same nominal designation as that street immediately preceding it in sequence. G.Way.Any avenue which is located between two others which are consecutively named in numerical sequence,but which does not actually or logically fit into the sequence,shall be designated as "way"preceded by the same numerical designation as that avenue immediately preceding it in sequence. H.Loops.Any street which intersects any other street from one side only and runs generally away from,curves and returns to that same street at another point,but which intersects no other through street, shall be designated as "loop"preceded by the same numerical or nominal designation as that street it intersects and extends from. I.Lane.A street which shall meander or does not otherwise conform to any of the foregoing classifications shall be designated a "lane." J.Curved Streets.A street running in one direction shall have one name only and shall have the same name throughout its entire length. However,if a street jogs sharply for a substantial distance,the portion of the street running in a different direction may be given another name at the discretion of the decision maker. K.Boulevard /Parkway.Any street which serves as an arterial may be designated "boulevard”or “parkway”and shall be preceded by any nominal designation so long as it cannot be confused with any designation used within the grid system. A Z$n 3NWJOthAP>1/1venuecoj?3 V*AvenUe & \N*/N^IOthAvenue5-pc NW Camas Loop v°°*f.ir&<*> NW Dobbs Road Rd%X p.oadfobsMW Example of naming system 5 StreetNamingManualAnnexedAreasAtthedirectionoftheCityCouncil,theCommunityDevelopmentDirectorordesigneeshallberesponsibleforrecommendingnamestobeassignedtostreetsinareasannexedtothecityasstipulatedinthismanual.Thecouncilmayacceptstaffsrecommendation,orimplementtherecommendationwithmodificationsasthecouncildeemsappropriate,oritmayforwardthemattertothePlanningCommissionforconsideration.IfforwardedtothePlanningCommission,thenthecommissionshallprovidearecommendationtotheCityCouncil.TheCityCouncilmayacceptPlanningCommissionrecommendations,orimplementtherecommendationwithmodificationsasthecouncildeemsappropriate.NewDevelopmentsTheCommunityDevelopmentDirectorordesigneeshallconsultwiththePolice,Fire,andPublicWorksDepartmentsuponreceiptofanewdevelopmentapplication.Indecidingstreetnames,theCommunityDevelopmentDirectorordesigneemaygivedeferencetotherecommendationsofeitherPoliceorFireDepartmentsbasedonpublicsafetyconcerns.Thenamingofnewdevelopmentsshallbegenerallyconsistentwiththismanual.RenamingStreetsA.Anyperson,firm,orcorporationwhoownspropertywhichhasdirectaccessfromthestreetmayrequestthechangeofsaidstreetnamebysubmittingarequesttotheCommunityDevelopmentDepartment.Arequestmustincludethefollowinginformation:6 i.General Application Form completed ii.Minor Modification fee iii.Consent of a majority of the owners on the street iv.Provide a map with the current street name v.Narrative that provides reasons that necessitate the street name change. B.If the Community Development Director determines that the proposed name change is to correct a mapping error or to improve public safety,then city fees associated with the proposal shall be waived. C.In determining if a proposed street name change is appropriate,the consideration shall meet at least one of the following criteria: i.The proposed name change will enhance public safety;or ii.The proposed name change is consistent with local heritage;or iii.The proposed name change is in memoriam (Note: Provide a brief description of the honoree). D.Staff shall forward the completed application to City Council for consideration.At a public hearing,City Council shall render a decision on the request. E.The applicant is responsible for costs associated with installation of new signage that conforms to the Camas Design Standards Manual, except where proposal meets the qualifications of subsection “B”. The applicant shall provide the Notice of Decision along with any other documentation to be recorded with the Clark County Assessor’s office and return a copy of the recorded documents to the City.
