BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CAMAS AS FOLLOWS: Section I The job description for the Planning Manager shall be as set forth in Exhibit "A "attached hereto and by this reference incorporated herein. Section II The position of Planning Manager shall be an exempt position as defined under all applicable state and federal statutes and regulations and shall be entitled to all benefits afforded to managers as set forth in the Ordinances of the City and in the City Non -Represented Employees Handbook . JOB OBJECTIVES Under administrative direction of the Community Development Director,to manage,supervise and coordinate the activities and operations of the Planning Division;to coordinate assigned activities with other City services and outside agencies;and to provide highly responsible and complex administrative support with an emphasis on environmental resources,programs,policies and administration. To perform all of the assigned duties in accordance with the City of Camas operating procedures;to develop and maintain collaborative and respectful working relationships with team members and others; and to consistently provide quality service. ESSENTIAL FUNCTION STATEMENTS The following tasks are typical for positions in this classification.Any single position may not perform all of these tasks and/or may perform similar related tasks not listed here: 1.Manage the organizational,staffing and operational activities for the Planning Devision.Coordinate and review the work plan of the Planning Division;meet with staff to identify and resolve problems; assign work activities,projects and programs;monitor work flow;review and evaluate work products, methods and procedures. 2 .Perform all duties in accordance with the City of Camas policies. 3 .Provide a high level of customer service at all times;project and maintain a positive image on behalf of the City of Camas with those contacted in the course of work. Manage and participate in the development and implementation of goals,objectives,policies and priorities for assigned programs;recommend appropriate service and staffing levels;recommend and administer policies and procedures. 4. 5.Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures;assess and monitor workload,administrative and sup'port systems,and internal reporting relationships;identify opportunities for improvement and review with the Community Development Director;implement improvements . 6.Train,motivate and evaluate assigned personnel;provide or coordinate staff training;work with employees to correct deficiencies;implement discipline and termination procedures. 7.Provide responsible staff assistance to the Community Development Director;prepare and present staff reports and other necessary correspondence. 8.Develop and review staff reports related to planning;present reports to the Planning Commission, City Council and other commissions,committees and boards;perform a variety of pubic relations and outreach work related to planning activities . CITY OF CAMAS Planning Manager (Continued) 9.Manage and implement a variety of environmental programs and projects including shorelines,State Environmental Policy Act (SEPA),and stormwater management (NPDES). 10.Monitor the implementation of approved public and private wetland mitigation plans and assist in City efforts to achieve compliance. 11.Assist in the enforcement of violations of city ordinances related to federal state and local guidelines and procedures . QUALIFICATIONS Knowledge of: Operations,services and activities of a municipal planning program . Principles and practices of urban planning and development. Principles and practices of program development and administration . Principles and practices related to erosion control . Laws,codes,rules,regulations and ordinances applied to land use planning. Methods and techniques of conducting environmental and development reviews. Principles and practices of current and long range planning and development. Principles and practices of budget preparation and administration . Principles of supervision,training and performance evaluation. Pertinent Federal,State and local laws,codes and regulations. Ability to: Oversee and participate in the management of a comprehensive municipal planning program. Oversee,direct and coordinate the work of lower level staff. Select,supervise,train and evaluate staff Participate in the development and administration of division goals,objectives and procedures . Prepare clear and concise technical reports. Ensure that developments comply with all applicable rules,regulations and conditions of approval. Coordinate the City’s long range planning efforts with applicable State agencies and other local jurisdictions. Review and draft new municipal codes for compliance with State laws and administrative rules. CITY OF CAMAS Planning Manager (Continued) Analyze problems,identify alternative solutions,project consequences of proposed actions and implement recommendations in support of goals. Research,analyze and evaluate new service delivery methods and techniques. Interpret and apply Federal,State and local policies,laws and regulations. Communicate clearly and concisely,both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work. Make responsible decisions under pressure with challenging deadlines. Work independently on multiple tasks and ability to cope with interruptions and multiple deadlines. Education and Experience Guidelines Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.A typical way to obtain the knowledge and abilities would be: Education: Equivalent to a Bachelors degree from an accredited college or university with major course work in urban planning,natural resources management or a related field. Experience: Five years of increasingly responsible experience in urban planning or or environmental planning,including two years of administrative and supervisory responsibility.
