BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CAMAS AS FOLLOWS : Section I There is hereby created a new position entitled "Public Works Operations Supervisor ."T The job description for the Public Works Operations Supervisor shall be as set forth in Exhibit "A"attached hereto and by this reference incorporated herein. JOB OBJECTIVES Under general direction,to supervise and coordinate the maintenance,construction and repair of Citybuildings,streets,parks,cemetery and storm sewer systems;supervise equipment rental as directed;tocoordinateassignedactivitieswithotherdivisions,outside agencies and the general public,act as safetycoordinatorforOperationsCenter,and to provide highly responsible and complex staff assistance to thePublicWorksDirector. ESSENTIAL FUNCTION STATEMENTS The following tasks are typical for positions in this classification.Any single position may not perform all of thesetasksand/or may perform similar related tasks not listed here: 1 .Coordinate the organization ,staffing and operational activities for the maintenance,construction andrepairofCitybuildings,streets,parks,and cemetery and storm sewer systems.Supervise equipmentrentalstaffasdirected. 2.Perform all duties in accordance with City of Camas policies 3.Participate in the development and implementation of goals,objectives,policies and priorities;recommend and implement resulting policies and procedures. 4.Identify opportunities for improving service delivery methods and procedures;identify resourceneeds;review with appropriate management staff;implement improvements. 5.Direct,coordinate and review the work plan for assigned maintenance,repair and constructionservicesandactivities;assign work activities and projects;monitor work flow;review and evaluateworkproducts,methods and procedures;meet with staff to identify and resolve problems. 6.Oversee and coordinate street maintenance activities including filling potholes,street cutting,layingasphalt,crack and chip sealing and street sweeping. Oversee and coordinate storm sewer systems maintenance;catch basins,service lines,manholes,ditches,culverts,pond maintenance and reporting requirements. 7. 8 .Oversee,coordinate and delegate roadside maintenance duties;medians,trim trees and brush,pullweeds,grade shoulder and spray chemicals as appropriate. 9.Oversee,coordinate and delegate installation of traffic control devices and street lights includingsigns,crosswalks,stop bars,traffic signals and light poles. 10.Oversee,coordinate and delegate snow and ice removal duties;shovel sidewalks;spread sand oroperatede-icing equipment. 11 .Ensure adherence to safe work practices and procedures,act as safety coordinator insuring safetycomplianceandtraining. CITY OF CAMAS Public Works Operations Supervisor (Continued) 12 .Respond to public inquiries in a courteous manner;provide information within the area ofassignment;resolve complaints in an efficient and timely manner. 13.Estimate time,materials and equipment required for jobs assigned;requisition materials as required. 14.Maintain records and prepare reports regarding work activities and material usage. 15.Select,train,motivate and evaluate assigned personnel ;provide or coordinate staff training;workwithemployeestocorrectdeficiencies;implement discipline and termination procedures . 16.Participate in the development and administration of assigned program budget;forecast funds neededforstaffing,equipment,materials and supplies;monitor and approve expenditures;recommendadjustmentsasnecessary. 17.Provide staff assistance to the Public Works Director and act as Director in absence of same asdirected;participate on a variety of committees;prepare and present staff reports and othercorrespondenceasappropriateandnecessary. 18.Coordinate construction,maintenance and repair activities with those of other divisions and outsideagenciesandorganizations. AUXILIARY FUNCTION STATEMENTS 1.Attend and participate in professional group meetings ;stay abreast of new trends and innovations inthefieldofpublicworksmaintenanceandconstruction. 2.Follow all safety rules and procedures established for work area. 3.Perform related duties and responsibilities as required . QUALIFICATIONS Knowledge of: Operations,services and activities of a public works maintenance program. Modem and complex principles and practices of streets,parks and storm sewer system maintenance,construction and repair. Methods and techniques of street cutting,laying asphalt,crack and chip sealing and street sweeping. Principles and practices of Storm water management including NPDES Phase II reportingrequirements Principles and practices of snow and ice removal . Principles and practices of building facilities maintenance Principles and practices of traffic control methods Tools and equipment used in road side maintenance operations . Principles and practices of record keeping. Principles of budget preparation and administration . Pertinent Federal,State and local laws,codes and regulations. Ability to : Supervise,direct and coordinate the work of lower level staff. Select,supervise,train,motivate and evaluate staff. Coordinate various maintenance and construction projects within the area of assignment. Oversee and direct street maintenance activities. Coordinate installation of traffic control devices and street lights . Administer snow and ice removal duties . Administer safety program for Operations Center Interpret and explain City construction,maintenance and repair policies and procedures. Maintain accurate records. Prepare clear and concise reports. Respond to requests and inquiries from the general public. Communicate clearly and concisely,both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work. Make responsible decisions under pressure Work independently on multiple tasks Education and Experience Guidelines Any combination of education and experience that would likely provide the required knowledge and abilities isqualifying.A typical way to obtain the knowledge and abilities would be: Education: Equivalent to the completion two years of college with major course work in business orpublicadministration,management or construction or a related field. Experience: Five years of increasingly responsible experience in maintenance or construction,includingthreeyearsofadministrativeandsupervisoryresponsibility. License or Certificate Possession of an appropriate,valid Class A commercial driver’s license with proper endorsements. Possession of an appropriate,valid flagging card .
