RES 1181UB \RESOLUTION
A RESOLUTION supporting a commitment to reducing
greenhouse gasses in recognition of RCW 70.235.020 and
providing for the continued review of goals and policies in support
of a sustainable community.
WHEREAS,The City Council desires to consolidate and memorialize a commitment to
sustainability,and
WHEREAS,the City Council has adopted a mission statement that incorporates its
citizens,environment,economy and future generations,and
WHEREAS,the City of Camas has adopted sustainability components under the 2004
City of Camas Comprehensive Plan and 2007 Parks and Open Space Plan,and
WHEREAS,City Council has placed an emphasis on economic sustainability,and
WHEREAS,the City of Camas has implemented certain policies and practices that
promote sustainability and Greenhouse Gas emission (GHG)reductions,and
WHEREAS,The State of Washington has adopted RCW 70.235 setting statewide goals
for GHG emission reductions of:
(i)By 2020,reduce overall emissions of greenhouse gases in the state to 1990 levels;
(ii)By 2035,reduce overall emissions of greenhouse gases in the state to twenty-five
percent below 1990 levels;
(iii)By 2050,the state will do its part to reach global climate stabilization levels by
reducing overall emissions to fifty percent below 1990 levels,or seventy percent below
the state's expected emissions that year,and
WHEREAS,RCW 70.235.070 requires state agencies when distributing capital funds
through competitive programs for infrastructure and economic development projects to consider
whether the agency receiving the funds has adopted policies to reduce GHG emissions,and
WHEREAS,the resolution provides and appropriate mechanism for expressing the
community’s commitment to sustainability and helping the state meet the goals expressed in
RCW 70.235.020,
NOW,THEREFORE,BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CAMAS AS
FOLLOWS :
A.The City will again review existing goals and objectives that help sustain the quality of life
and economic vitality for the current and future generations,consistent with
RCW70.235.020,during the periodic Comprehensive Plan Update process.
B.The City is committed to following current policies and procedures that assist in the
objectives of community sustainable and contribute toward GHG reduction including but not
limited to:
1 .Promotion of local jobs to help sustain the community and reduce travel
2.Multi-modal transportation corridors with pedestrian links and bike lanes
3.Commute trip reduction goals
4.Open space acquisition
5.Development of passive and active recreational opportunities
6.Sensitive lands protection
7.Active fleet management for fuel and emissions reduction including anti -idling
policy,fleet replacement program ,emission control upgrades,oil recycle and reuse
8.Facility energy audits and upgrades to reduce consumption
9.Robust recycling program
10.Water conservation program,
11.Digester methane gas reuse to offset natural gas consumption at Wastewater Plant.
C.The City supports the update and implementation of cost effective policies and procedures to
enhance community and economic sustainability and which move toward reducing GHG
emissions .
