RES 1005|005RESOLUTIONNO. A RESOLUTION adopted pursuant to ROW 39.04.280 waiving the competitive bidding requirements for the repair of NE 3 rd Avenue due to the existence of an emergency. WHEREAS,the City of Camas Public Works Department received a complaint about a sinkhole on NE 3rd Avenue between E.1st Avenue and Crown Road on Friday,March 25,2005; and WHEREAS,the sinkhole was inspected by Public Works Department personnel on Friday,March 25,2005 and deemed unsafe for vehicle traffic;and WHEREAS,the southerly one-half east bound lane of NE 3rd Avenue was closed and traffic flow was reduced to one lane in each direction on the northerly half of NE 3rd Avenue commencing Friday,March 25,2005;and WHEREAS,upon reinspection of the sinkhole on Monday,March 28,2005,it was discovered by Public Works Department personnel that the sinkhole had grown to approximately 20 square feet;and WHEREAS,upon inspection it was determined that NE 3 rd Avenue was deteriorating rapidly,creating a condition likely to result in material loss or damage to property,bodily injury, or loss of life if immediate action was not taken;and WHEREAS,the conditions were thereon classified as an emergency by the Public Works Director and George Schmid and Sons,Inc.,was retained for the purpose of making immediate repairs commencing on Monday,March 28,2005;and WHEREAS,during the course of the repairs at NE 3rd Avenue,three large water leaks were discovered that were washing out the material under the pavement;and WHEREAS,the repairs were completed and NE 3 rd Avenue reopened on Thursday, March 31,2005; NOW,WHEREFORE,the City Council of the City of Camas,Washington,declares as follows: 1 .The emergence of a sinkhole on NE 3rd Avenue on March 25,2005,was an unforeseen circumstance beyond the control of the City that was likely to result in material loss or damage to property,bodily injury,or loss of life if immediate action was not taken for repairs.The Resolution No.Page -2 determination by the Public Works Director of an emergency is hereby ratified by the City Council,all as pursuant to RCW 39.04.280.
