ORD 2285 ORDINANCE NO ,
AN ORDINANCE reenacting Ordinance No . 2223 , and
amending Section 15 . 04 . 010 of the Camas Municipal Code by
adopting the 1997 Edition of the Uniform Building Code .
WHEREAS , on September 13 , 1999 , the City Council enacted Ordinance No . 2223 ,
which adopted the 1997 Edition of the Uniform Building Code , including fees for permits and
plan inspections , and
WHEREAS , Washington voters have approved Initiative 722 , which in part invalidates
all tax and fee increases adopted by local governments between July 2 , 1999 , and December 31 ,
1999 , and
WHEREAS , several cities have filed suit challenging the constitutionality of Initiative
722 , and
WHEREAS , due to the uncertainty resulting from the passage of Initiative 722 and the
legal challenges thereto , the City Council desires to reenact Ordinance No . 2223 and the fees set
forth therein ,
NOW , THEREFORE , THE COUNCIL OF THE CITY OF CAMAS DO ORDAIN AS
FOLLOWS :
Section I
Ordinance No . 2223 , which adopted the 1997 Edition of the Uniform Building Code
including fees for permits and plan reviews , is hereby reenacted , confirmed and ratified effective
January 1 , 2000 .
Section II
Section 15 . 04 . 010 of the Camas Municipal Code is amended to provide as follows :
15 . 04 . 010 - Adoption of Uniform Building Code :
A . There is hereby adopted by the City for the purpose
of establishing rules and regulations for the
construction , alteration , removal , demolition ,
equipping , use and occupancy , location , and
maintenance of buildings and structures including
permits and penalties , volumes 1 , 2 and 3 of the
1997 Edition of the Uniform Building Code ,
including Appendix Chapter 4 Division 1 (barriers
for swimming pools , spas and hot tubs ) , Appendix
Chapter 15 (reroofing) , Appendix Chapter 29
(minimum plumbing fixtures ) , Appendix Chapter
33 ( excavation and grading) , Appendix Chapter 16
Division 1 ( structural forces snow load design) , and
the Washington State Amendments to the Uniform
Ordinance No . Page 2
Building Code set forth in Chapter 51 - 40 of the
Washington Administrative Code . One copy of
Volumes 1 , 2 and 3 of the 1997 Edition of the
Uniform Building Code including Appendix
Chapter 4 Division 1 , Appendix Chapter 15 ,
Appendix Chapter 29 , Appendix Chapter 33 ,
Appendix Chapter 16 Division 1 and Chapter 51 -
40 of the Washington Administrative Code shall be
filed in the office of the Clerk of the City .
Be The following additions or amendments to the 1997
Edition of the Uniform Building Code adopted :
1 . Plan review fees for " same as " residential
plans will be at fifty percent ( 50 % ) of the
plan review fee . The " same as " fee is
conditioned on identical and complete set of
plans being submitted for review . ( The first
set of plans pay one hundred percent ( 100 % )
of plan review fees and subsequent " same
as " submittals at fifty percent ( 50 % ) of the
first set of plans ) .
2 . Table Ames 16 - A is amended to provide that the
snow exposure coefficient ( Ce) to equal 1 . 0
for all conditions .
Section III
If any section , clause or phrase of this ordinance is declared unconstitutional or invalid
for any reason , such decision shall not affect the validity of the remaining portions of the
ordinance .
Section IV
This ordinance shall take force and be in effect five ( 5 ) days from and after its publication
according to law .
