AN ORDINANCE amending subsection 3 . 8 8 . 1 00 ( a) ( 2 ) of the
Camas Municipal Code by revising the school impact fee component
formula .
WI [EREAS , the council has heretofore adopted a school impact fee for new development
within the City of Camas , and
W]HEREAS , the ordinance establishing the school impact fee was made in response to a
request from the Camas School District and ,
WBEREAS , the formula adopted for calculating the school impact fee requires identification
of the cost of facilities within the Camas School District , and
WBEREAS , both the Washougal School District and the Evergreen School District have
property located within the corporate limits of the City of Camas , and
WI1EREAS , the impact fee ordinance should be revised to allow the collection of impact
fees for school districts other than the Camas School District ,
NOW , THEREFORE , BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
CAMAS AS FOLLOWS :
Section I
Subsection 3 . 88 . 100 ( a) ( 2 ) of the Camas Municipal Code is amended to provide as follows :
3 . 88 . 100 - School Impact Fee Component Formula - (A ) ( 2 ) " CS "
means the cost of each type of facility listed in the respective School

SUBJECT : Camas and Washougal School Districts ' Capital Facilities Plans and Impact Fees
At a special Planning Commission meeting held October 5 , the Camas and Washougal School
District ' s superintendents presented their respective district ' s capital facilities plans ( CFP ) and impact
fees . Both gentlemen presented the future anticipated growth in enrollment , capacity of existin

facilities , and the need for future facilities . Concluding with their overview, the superintendents
presented the Planning Commission with single - family and multi - family impact fees , which are
calculated using a formula in city code ( CMC 3 . 8 8 . 100 ) .
As presented , the Washougal School District requested and Planning Commission recommended
approval of the following :
Single - family impact fee - $ 3 , 188 . 52
Multi - family impact fee - $ 1 , 397 . 20 per unit
The Camas School District , through its School Board , set the impact fees in resolution at $ 2 000 for
single - family and $ 500 per unit for multifamily and requested that the City adopt these amounts . The
formula however yielded higher amounts at $ 4 , 362 . 65 and $ 1 , 928 . 64 respectively . The Planning
Commission asked certain questions of the superintendent to which he relied . Ultimately , the Planning
Commission did not recommend adoption of the Camas CFP and impact fee asresented . Rather they

made a motion that the CFP be moved along to Council with consideration that the impact fee amounts
be higher than presented .
I understand that the City Council , as the authorized legislative body in statute , adopts the CFP ' s and

impact fees . In other words , the Council may be able to adopt a different impact fee amount as
presented but go no more than what is determined under the formula . You may want a read from
Roger on this .
I hope I have presented this issue in an understandable manner as I will not be able to attend the
Council workshop of October 18 .
