ORD 2228 ORDINANCE NO . AN ORDINANCE modifying Chapter 13 . 86 of the Camas Municipal Code by revising the regulations relating to recycling . THE COUNCIL OF THE CITY OF CAMAS DO ORDAIN AS FOLLOWS : Section I Subsections F , G, L , and N of Section 13 . 86010 and Section 1 of Ordinance 2019 are amended to provide as follows : Section 13 . 86 . 010 - Definitions : (F ) "Property owner" means the owner of record as determined by the records of the Clark County Assessor . ( G) "Recyclables " means solid wastes that are source separated for transforming or remanufacture into usable or marketable materials . Recyclables shall include newsprint, cardboard , mixed paper, milk cartons , drink boxes , glass (brown , green and clear) , aluminum, tin, polyethylene terephythalate (PET) plastic , high- density polyethylene (HDPE ) plastic , motor oil , and some scrap metal . (L ) " Source separation " means the segregation of recyclables from other solid wastes and the separation of such recyclables into three ( 3 ) bins as follows : ( 1 ) newsprint , ( 2 ) aluminum , tin , milk cartons , drink boxes , PET plastic , and HDPE plastic , and unbroken glass (brown , green and clear) ; and ( 3 ) mixed paper . Cardboard , scrap metal , and motor oil should be placed ado acent to the recycling bins . (N) "Yard debris extra containers " means a 32 - gallon can , kraft bags , or bundles tied with twine or string . Plastic bags are not permitted . Section II Section 13 . 86 . 025 of the Camas Municipal Code is amended to provide as follows : 13 . 86 . 025 c - Residential Yard Debris Recyling : There is established a voluntary system for the collection of yard debris generated by residential dwellings within the service area of the City . Any person who owns any residential dwelling within the service area may enroll with the City or its contractors to have yard debris collected , transported and disposed of. Persons enrolling in the yard waste recycling program shall be furnished a yard debris container by the City or its contractor . Section III Subsection 13 . 86 . 030 ( a) is amended to provide as follows : 13 . 86 . 030 - Containers : a . Single - family Residences . All persons owning single - family residential units within the service area may obtain from the City or its contractor three ( 3 ) approved bin containers for the collection of recyclables . All such containers shall be and remain the property of the City . There shall be no charge for such containers except as hereinafter provided for the replacement of lost and damaged containers . Section IV Subsection 13 . 86 . 040 ( b ) ( 1 ) of the Camas Municipal Code is amended to provide as follows : 13 . 86 . 040 - Customers ' Obligations : b . 1 . For single - family residential units , newspapers shall be placed in one ( 1 ) bin ; aluminum , tin , milk cartons , drink boxes , PET plastic , HDPE plastic and unbroken glass ( brown , green and clear) shall be placed in the second ( 2nd) bin ; and mixed paper shall be placed in the third ( 3rd ) bin . Cardboard , some scrap metal , and motor oil should be placed next to the three ( 3 ) bin containers . Section V Section 13 . 86 . 065 of the Camas Municipal Code is amended to provide as follows : 13 . 86 . 065 - Rates for Yard Debris Collection : The rates for collection of recyclable yard debris shall be as follows : A ) Basic yard debris service shall include the pickup of one ( 1 ) 90 - gallon yard debris container every other week . The rate for basic service shall be $ 5 . 47 per month , or $ 52 . 10 per year . B ) Excess material . Yard debris set out in excess of the basic service amount shall be charged at the rate of $ 2 . 00 per 32 - gallon can or kraft bag , and $ 10 . 00 per cubic loose yard . C ) Restart fee . Customers who stop and then restart yard debris recycling services without having completed one ( 1 ) year shall be charged an $ 18 . 00 restart fee . Section VI This ordinance shall take force and be in effect five ( 5 ) days from and after its publication according to law .
