Box 1055 Camas, Washington 98607 Subject : City of Camas/City of Vancouver Agreement to Establish Certain Water and Sewer Service Areas Dear Monte, Thank you for the continued cooperation of your staff to coordinate proposed changes to the water and sewer service to parcels in the vicinity of NE 192nd Ave/NE 202nd Ave and SE 1St. St . This is to follow up on our discussions and to provide details of actual implementation of these changes . 1 ) Proposed Water Service Area Boundary Adjustment - The City of Vancouver and the City of Camas have agreed that the City of Vancouver will add the described parcels into the City of Vancouver Water Service Area. These properties are on the north side of S . E . 1St St between N . E . 192nd Ave and N . E . 202nd Ave . The attached assessor maps shows these as the following parcels : # 176152 - 000 , # 176156- 000 , # 176159 -000 , # 176160-000 , # 176164- 000 , # 176165 -000, # 176166 -000 , # 176167 -000 . This adjustment to the existing Water Service Area Boundaries for Vancouver and Camas is proposed in accordance with the boundary adjustment process as outlined in the "Interlocal Agreement for Establishing Water Service Boundaries Between The Cities of Battleground, Camas , Ridgefield, Vancouver, Washougal, the town of Yacolt, and Clark Public Utilities" as adopted by the Clark County Board of Commissioner s on July 13 , 1999 . This process is further described on pages IV- 3 through IV- 5 of this document . In accordance with this plan, we are providing an Interlocal Agreement, for your signature , to document our mutual agreement to this boundary change . This will become effective upon acceptance by the Clark County Board of Commissioners . The required additions for water service pipelines are as shown in marked up attachments of Sheets PP05 , PP06 and PP07 (Items B . , C . and D . as needed for coordination with proposed Evergreen School District facility) and are further described as follows : A) At Sta 20+ 50, 30 ' Rt : Add a new 12 " stub to the north by constructing the following — Install a 12 " X 12 " MJ Tee, 2 — 12 " MJ Butterfly Valves, 801.f 12 " Ductile Iron watermain, a 12 "X12 " MJ Cross, a 121IX6" MJ X Flange Reducer and 6" MJ X Flg Valve (west), 2- 12 " MJ Cap (east and north) , one standard Fire Hydrant Assembly with 4 ' X4" concrete pad (west — behind sidewalk) , all joints restrained. B) At Sta 29+ 60, 30 ' Rt : Add a new 12 " stub to the north Right of Way boundary by revising the existing 12 "X8" MJ Tee to a 12 "X12 " MJ Cross, add 1 - 12 "X8" MJ Reducer (south), and add 1 — Temp . Blow-off Assembly and 80 L .F. 12 " D .I. (north) . C) At Sta. 33 +35 (38 ' lt)- : There is an existing Fire Hydrant shown coming off of Camas ' proposed waterline. Since the Camas line will not be constructed at this location, please revise the connection point to the new City of Vancouver waterline in the south half of the street. D) At Sta. 34 + 36, 30 ' Rt - : Add a new 12 " stub to the north Right of Way boundary by constructing the following — Install a 12 " X 12 " MJ Tee, 2 — 12 " MJ Butterfly Valves, 80 l.f 12 " Ductile Iron watermain, and a temporary blow-off assembly, all joints restrained. 3) Proposed Sewer Service Area Boundary Adjustment - The City of Vancouver and the City of Camas have agreed that the City of Vancouver will add the described parcels into the City of Vancouver Sewer Service Area. These properties are on the north side of S .E . 1st St between N . E . 192d Ave and N. E . 202d Ave . The attached assessor maps shows these as the following parcels : # 176152- 0001 # 176156-0001 # 176159 -000 , # 176160- 000 , # 176164-000 , # 176165 - 000 , # 176166 -000 , # 176167- 000 . This adjustment to the existing Sewer Service Area Boundaries for Vancouver and Camas is proposed to be reflected in an Amendment to the City of Vancouver Comprehensive Sewer System Plan . Letter to Mr. Monte Brachmann Public Works Department Engineering Division Phone (360) 6964008 Fax (360) 696-8460 May 28 , 2004 Page 3 4) Proposed Change Order for Sewer System Improvements to Serve Listed Parcels : Sanitary Sewer Service will be provided to Parcel # 176160-000 by the installation of both a temporary force main line connection and a future gravity sewer line connection. The force main line will be a 4 inch, ductile iron line, Class 52 , constructed at Sta. 29+45 , total length of 200 lineal feet. The attached sketch is provided in support of our request for a change order for Sewerline improvements in the existing SE 1St St project #S - 356 . 5) Proposed Change Order to Provide for Future Gravity Service for Parcel # 176160- 000 : This will be planned for with construction of a 12" diameter ductile iron sleeve for future sewer line installation. The line will cross underneath SE lst St at Sta 34+60 according to the attached design sketch . This sketch also includes important invert elevations that will need to be matched in order to accommodate future sewerline extensions . 6) Cost Reimbursement - We request that the above changes , items #3 through #6 , be accomplished during the SE 1St St. contract so that improvements will be coordinated and timely . The cost for these changes will reimbursed by the City of Vancouver via our existing Interlocal Agreement as adopted May 10th, 2004 , and the Reimbursable Reporting Category Requisition. Camas ' execution of the requested changes will also affirm their implied agreement with the stated service area boundary adjustments , this agreement to be formalized upon return of the signed Interlocal Agreement and ultimate adoption by the Clark County Board of Commissioners . In order to complete this last step,the Agreement is now with our Public Works Director,Brian Carlson.After we get all signatures on the final document,I make sure you get a copy for your records. Service Area Boundaries. The undersigned acknowledges that the maps identifying their service area boundaries, dated May 28, 2004 and attached to this agreement, accurately identifies the water system's future service area. This signed Interlocal Agreement verifies that there are no service area conflicts with adjacent water utilities. 2. Boundary Streets. Where streets or portions of streets serve as a service area boundary,both WATER PURVEYORS may extend service within the street itself.The utility which is located to the north and/or east of the portion of the street serving as a boundary will also be entitled to extend service across the boundary to abutting streetside lots. Any other service extensions into adjacent service area boundaries shall require agreement of the WATER PURVEYORS involved. 3. Boundary Adjustments.If,at some time in the future,it is in the best interests of the undersigned parties to make service area boundary adjustments, such modifications must have the written concurrence of all involved parties and the proper legislative authority(ies), and must be noted and filed with Clark County and Washington State Department of Health. As specified in WAC 246-293-250, Service Area Agreements-Requirements, this Agreement shall become effective once this document is approved by the Clark County Board of Commissioners.
