ORD 2565 ORDINANCE No .
AN ORDINANCE levying the ad valorem taxes for
substantial need obligations of the General Fund for fiscal year
ending December 31 , 2010 .
WHEREAS , the Council of the City of Camas , after hearing and after duly considering
all relevant evidence and testimony presented , has determined that an increase in the regular
property tax levy equal to 100 % of the 2009 property tax levy is substantially needed due to
employee benefit costs that are higher than anticipated for 2010 , and the significant increase in
j ustice service fees ; and

WHEREAS , the Council finds that under these circumstances there is a substantial need
to levy a . 848 % increase for the 2010 levy,
NOW , THEREFORE , BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
CAMAS AS FOLLOWS :
SECTION I
An increase in the regular property tax levy is hereby. -authorized for the 2010 levy in the
amount of $ 9 , 719 , 461 . 96 or 100 % of the 2009 property tax $ levy . This is an increase of
$ 82 , 421 . 04 , or . 848 % over and above the implicit price deflator amount .
This increase is exclusive of additional revenue resulting from the addition of new
construction and improvements to property , land any increase in the value of state assessed
property, and any additional amounts resulting from any annexations that have occurred and
refunds made .
SECTION II
The Council finds that there is a substantial need to preserve unlevied property tax levy
capacity for future needs . The Council hereby sets forth its intent to preserve the extra tax levy
capacity equal to the additional taxes that could have been levied in 2010 , or $ 97 , 194 . 62 ,
whichever is greater . .
SECTION III
This Ordinance shall take force and be in effect five days from and after its publication
according to law .
