ORD 2708 ORDINANCE NO . 2708
AN ORDINANCE establishing a Biennial Budget for the City of
Camas beginning January 1 , 2015 and providing for a mid-biennial
review and modification of budget in accordance with RCW
Chapter 35A . 34 .
WHEREAS , by RCW Chapter 35A . 34 , the State Legislature has provided that the legislative
body of any code city may by ordinance elect to have a two -year fiscal biennium budget in lieu of the
annual budget with is otherwise provided for ; and
WHEREAS , RCW 35A . 34 . 040 provides that such ordinance must be enacted not later than
July 1 , 2014 in order to be effective January, 2015 .
NOW THEREFORE, the Council of the City of Camas do ordain as follows :
Section I
There is hereby established a two -year biennium budget, for the City of Camas beginning with
the two -year biennium which begins January 1 , 2015 . The 2015 -2016 Biennial Budget and all
subsequent budgets shall be prepared, considered and adopted under the provisions of this ordinance
and RCW 35A . 34 which is hereby adopted by reference . Each Biennial Budget presented to City
Council pursuant to this ordinance shall segregate the biennial years for consideration of the
cumulative effect .
Section II
Pursuant to RCW 35A . 34 . 130 , the City Council hereby provides for a mid-biennial review
and modification of the Biennial Budget . Not sooner than eight ( 8 ) months after the start of the first
of the fiscal biennium , nor later than the first regularly scheduled City Council meeting in November
of the first year of each biennial budget, the Mayor shall prepare proposed budget modifications to be
effective as of January 1 of the following year . Such proposed modifications shall be sent to City
Council members and shall be a public record and available to the public . A public hearing shall be

advertised at least once and shall be held at a City Council meeting no later than the second Monday
in December and may be continued from time to time . At such hearing or thereafter, Council may
consider a proposed ordinance to carry out such modifications , which such ordinance shall be subject
to other provisions of RCW 35A . 34 ,
Section III
This Ordinance shall take force and be in effect five ( 5 ) days from and after its passage ,
approval , and publication according to law .
