RES 16-003RESOLUTIONNO.16-003ARESOLUTIONdeclaringanemergencyduetolandanddebrisslideconditionsonForestHomeRoadandLacamasLane.WHEREAS,theCityofCamashasreportedtotheCityCouncilthat,beginningonDecember1,2015,throughDecember14,2015,unusualweatherconditions,consistingofheavyrainandwind,havecausedadisasterbycreatingextensivelandanddebrisslidesonForestHomeRoadandonLacamasLane;andWHEREAS,ForestHomeRoadandLacamasLanehavebeenclosed,extensivedamagehasoccurredandisstilloccurringtothehillsidesaboveForestHomeRoadandtoForestHomeRoad,andaboveLacamasLaneandtoLacamasLane;andWHEREAS,theseunusualweatherconditionhavealsonecessitatedtheremovalofmaterialandstormdebrisfromstorminletslocatedatNW10thAvenueandIvyStreet;atNW10thAvenueandDrakeStreet;andatNEEverettStreetattheLacamasLakeBridge,wherelogsandotherfloatingdebristhreatenedaCitywatermainandotherutilities;andWHEREAS,theCityofCamashasspentsignificantresourcesonmaterials,stafftime,contractorandotherpersonnelassistanceinassociationwiththeDecember2015stormevents;andWHEREAS,thereisapresentemergencywhichnecessitatesactivationoftheCityofCamasEmergencyPreparednessPlanandutilizationofemergencypowersgrantedpursuanttoRCW36.40.180andRCW38.52.070(2).NOW,THEREFORE,BEITRESOLVEDBYTHECOUNCILOFTHECITYOFCAMASASFOLLOWS:SECTIONIItisherebydeclaredthatthereisanemergencyduetolandslideconditionsintheCityofCamas.Therefore,designateddepartmentsareauthorizedtoenterintocontractsand
