RES 1307RESOLUTIONNO.1307ARESOLUTIONendorsingtheproposedClarkCountyHomeRuleCharterandrecommendingapprovaloftheCharterintheNovember2014GeneralElection.WHEREAS,theCityhasreviewedandheldaworkshopontheproposedClarkCountyHomeRuleCharter;andWHEREAS,ClarkCountyhasa2014populationof440,000residentsandwhenthecurrentformofgovernmentwascreatedin1889thepopulationwas11,000;andWHEREAS,thecurrentformofClarkCountygovernmenthastwobranches,Legislative/ExecutiveandJudicial;andWHEREAS,theproposedformofClarkCountygovernmentwouldhavethreebranches,Legislative,ExecutiveandJudicial,similartotheCityofCamasformofgovernment;andWHEREAS,theproposedfivememberCountyCouncilwouldstrengthencitizenrepresentation;andWHEREAS,theproposedcharterincludesfourCouncilMembersnominatedandelectedbydistrictprovidingbetterrepresentationofeastcounty;andWHEREAS,theproposedcharterincludesoneat-largeCouncilMemberwhowillserveasCouncilChair,givingCamasresidentstheopportunitytoparticipateintheelectionoftwooffiveCouncilMembers;andWHEREAS,theproposedcharterwouldnotincreasethecostofcountygovernment;andNOW,THEREFORE,BEITRESOVEDbytheCounciloftheCityofCamasasfollows:SectionITheCounciloftheCityofCamasherebysupportstheproposedClarkCountyHomeRuleCharterandrecommendsthatvotersapprovetheCharter.TheCouncilencouragescitizenstoreviewtheproposal,askquestionsandmakeaninformeddecision.ClarkCountyisreadyforanewformofgovernmenttoaddressthecomplexchallengewefaceinthefuture.SectionIIADOPTEDbytheCounciloftheCityofCamasandAPPROVEDbytheMayorthisdayof.,2014.
