RES 1303RESOLUTIONNO.1303ARESOLUTIONoftheCityofCamasrelatingtothemulti-familypropertytaxexemptionprogramprovidedforundertheRevisedCodeofWashington(RCW84.14);expressingintenttodesignatethreeareaswithintheCityofCamasasResidentialTargetAreas;andestablishingapublichearingtimeanddateforconsiderationthereof.WHEREAS,RCWChapter84.14,“NewandRehabilitatedMultiple-UnitDwellingsinUrbanCenters,”establishesapurposetoencourageandincreaseresidentialopportunities,includingaffordablehousingopportunities,wherethegoverningauthorityoftheaffectedcityhasfoundthereareinsufficienthousingopportunitiesandtostimulatetheconstructionofnewmulti-familyhousingandtherehabilitationofexistingvacantandunder-utilizedbuildingsformulti-familyhousinginurbancenters;andWHEREAS,theCityofCamas,pursuanttoChapter84.14oftheRevisedCodeofWashington(RCW)intendstodesignatethreeResidentialTargetAreasfortheallowanceofalimitedpropertytaxexemptionfornewmulti-familyresidentialhousing;andWHEREAS,thefirstintendedResidentialTargetAreatobedesignatedisdescribedasthe“DowntownDistrict”andgenerallylocatedbetweenNEAdamsStreetandNEGarfieldStreetandbetweentheareasoutheastoftheMillDitchandnortheastoftheBurlingtonNorthernPacificRailway;togetherwiththatareaoflandlocatedbetweenNEGarfieldandNEJoyandsoutheastofNE3rdAvenueandnortheastoftheWashougalRiver;and,togetherwiththatarealocatedbetweenNEDivisionandNEAdamsandsoutheastoftheMillDitchandnortheastofNE6thAvenue;andWHEREAS,thesecondintendedResidentialTargetAreatobedesignatedisdescribedasthe“NW6thAvenueCorridorDistrict”andisgenerallylocatedbetweenNWIvyStreetandNWDrakeandsouthofNW7thAvenueandnorthofNW6thAvenue;and
WHEREAS,thethirdintendedResidentialTargetAreatobedesignatedisdescribedasthe“NE3rdAvenueDistrict”andisgenerallylocatedsouthofNE3rdAvenue,westofNESumnerandnortheastofNE3rdLoop;andWHEREAS,inaccordancewithRCW84.14.040,apublichearingisrequiredpriortodesignationofaResidentialTargetArea(s);NOW,THEREFORE,BEITRESOLVEDbytheCounciloftheCityofCamasasfollows:SectionITheCityCouncil,pursuanttoChapter84.14oftheRevisedCodeofWashington(RCW)intendstodesignatethreeResidentialTargetAreas(DowntownDistrict,NW6thAvenueCorridorDistrict,andNE3rdAvenueDistrict)forthepurposesofprovidinganeconomicincentiveopportunityintheformofalimitedpropertytaxexemptionfornewmulti-familyresidentialhousing.SectionIITheCityCouncilpursuanttoRCW84.14.040doesherebyscheduleapublichearingtoconsiderthedesignationoftheaforementionedthreeResidentialTargetAreas,withtheintenttoimplementamulti-familypropertytaxexemptionprogram,onMonday,November3,2014,at7:00PMorassoonthereafterasitmaybeheldintheCityCouncilChamberoftheCamasMunicipalBuilding,616NEFourthAvenue,Camas,whichpublichearingshallbedulynoticedpursuanttotheprovisionsofRCW84.14.040(3).PASSEDbytheCouncilandAPPROVEDbytheMayop/this6thdayofOctober,2014.SIGNED:ATTEST:
