BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CAMAS AS FOLLOWS :
Section I
The job description for the Community Development Director shall be as set forth in
Exhibit "A"attached hereto and by this reference incorporated herein.
Section II
The salary steps for the position of Community Development Director shall be as follows :

COMMUNITY DEVELOPMENT DIRECTOR
Class specifications are intended to present a descriptive list of the range of duties performed by employees in the
class.Specifications are not intended to reflect all duties performed within the job.
JOB OBJECTIVES
Under general administrative direction,to plan,direct,manage and oversee the activities and operations
of the planning and building departments which includes the City’s land use,building,zoning and
environmental ordinances,planning,engineering,environmental and community development functions;
to coordinate assigned activities with other departments and outside agencies;and to provide highly
responsible and complex administrative support to the City Administrator.
ESSENTIAL FUNCTION STATEMENTS
The following tasks are typical for positions in this classification.Any single position may not perform all of these
tasks and/or may perform similar related tasks not listed here:
1 .Assume full management responsibility for all department services and activities including current
and long range planning,building,engineering,environmental and community development
functions;recommend and administer policies and procedures .
2.Manage the development and implementation of departmental goals,objectives,policies and
priorities for each assigned service area .
3 .Establish,within City policy,appropriate service and staffing levels;monitor and evaluate the
efficiency and effectiveness of service delivery methods and procedures;allocate resources
accordingly.
4.Plan,direct and coordinate,through subordinate level staff,the Community Development
department ’s work plan;assign projects and programmatic areas of responsibility;review and
evaluate work methods and procedures;meet with key staff to identify and resolve problems.
5 .Assess and monitor work load ,administrative and support systems,and internal reporting
relationships;identify opportunities for improvement ;direct and implement changes.
6.Assure compliance with statutory requirements relative to environmental issues.Direct preparation
and review of environmental impact statements and technical reports and determine final action on
environmental issues ,
environmental compliance.
Serve as the City’s responsible official for SEPA,shorelines,and
Oversee engineering functions;review and approved technical plans,drawings,papers,reports and
specifications;interpret technical materials;direct construction,maintenance and project management
efforts.

Oversee compliance with,and administers,the City’s Comprehensive Plan,Code Enforcement
Program,Critical Areas Plans,Shorelines Master Program,Zoning Code,Subdivision Code and
related ordinances.

9 .Oversee permit issuances and assure coordination of review of planning and building permit
applications and plan with other City departments.
10 .Represent the City’s interest in intergovernmental and regional affairs relating to planning,growth,
and development .Perform legislative analysis.
11.Participate in,and support economic development,business recruitment and retention efforts;may
serve as a City representative,negotiator and project leader .
12.Represent the City with developers,including pre-application conferences and quasijudicial
proceedings .In some cases,the Director serves as advisor to the respective hearing bodies in
development applications;in other cases,the Director serves as the responsible official in a decision-
making capacity.
13 .Represent the Department and provide staff support and recommendations to the City Council,
Planning Commission,Hearing Examiner and other hearing bodies.
14 .Oversee and develop procedures,policies and systems related to planning and building codes,
building,industrial and residential subdivisions,long and short range planning,mapping,construction
inspection,surveying and environmental services.
15 .Select,train,motivate and evaluate assigned personnel ;provide or coordinate staff training;work
with employees to correct deficiencies;implement discipline and termination procedures.
16.Oversee and participate in the development and administration of the department budget;approve the
forecast of funds needed for staffing,equipment,materials and supplies;approve expenditures and
implement budgetary adjustments as appropriate and necessary.
17.Explain,justify and defend department programs,policies and activities;negotiate and resolve
sensitive and controversial issues .
18.Negotiate and administer professional service contracts and agreements .
19.Represent the Community Development Department to other departments,elected officials and
outside agencies;coordinate assigned activities with those of other departments and outside agencies
and organizations .
20.Provide staff assistance to the City Administrator;participate on a variety of boards,commissions and
committees;prepare and present staff reports and other necessary correspondence.
21.Attend and participate in professional group meetings;stay abreast of new trends and innovations in
the field of planning,development and professional engineering.
22.Respond to and resolve difficult and sensitive citizen inquiries and complaints.
23.Prepare Planning Commission and City Council agenda items;attend Planning Commission and City
Council meetings and make presentations;recommend action on planning and land use items;draft
policies for Planning Commission and Council recommendation .
24.Review municipal codes for compliance with State laws and administrative rules;draft new municipal
codes for compliance and consistency.

25.Manage,direct and implement the City’s long range planning efforts with applicable State agencies
and other local jurisdictions;attend planning and regional meetings and forums.
26.Review various comprehensive plans for consistency with current and local goals,policies and
regulations.
27.Lead and /or facilitate special citizen or staff committees to draft new or improved plans and
municipal codes;prepare materials for and attend special ad -hoc committee meetings.

Education and Experience Guidelines
Any combination of education and experience that would likely provide the required knowledge and abilities is
qualifying.A typical way to obtain the knowledge and abilities would be:
Education :
Equivalent to a Bachelors degree from an accredited college or university with major course
work in Urban or Regional Planning,Public Administration,Urban Design or related field;
and
Experience:
Five years of increasingly responsible management and supervisory experience,experience in
urban planning or development,and in policy development or a related field.
Master’s degree or graduate level coursework or training in Public Administration,Planning,
Community Affairs or a related field is preferred and may substitute for up to two years of the
required experience.
License or Certificate
A valid Washington State Driver’s License is required .

Other Factors :Incumbents will be required to work extended hours including evening meeting
attendance and may be required to work weekends .Incumbents will be required to travel outside City
boundaries to attend meetings.Position is exposed to frequent interruptions and high-stress
customers.
