A RESOLUTION declaring an emergency due to a collapsed 21”sewer transmission main pipe
within a 20 foot wide utility easement on Georgia Pacific Property,generally described as a
vacated portion of SE Adams Street between SE 2nd Ave and SE 3rd Ave
WHEREAS,the City of Camas has reported to the City Council,that beginning on July
16,2008,it was discovered that the sewer transmission main was partially collapsed and in danger
of completely collapsing.
WHEREAS,a complete collapse of the transmission line is likely to result in significant
property and ecological damage through the discharge of untreated sewage to private property and
public water bodies.
WHEREAS,bypass pumping of the damaged pipe section and repairs were initiated on
July 17th,2008,at the direction of the Public Works Director.
WHEREAS,there is a present emergency which necessitates activation of the City of
Camas Emergency Preparedness Plan and utilization of emergency powers granted pursuant to
RCW 36.40.180 and RCW 38.52.070(2),therefore
NOW,THEREFORE,BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
CAMAS AS FOLLOWS:
Section I
It is hereby declared that there is an emergency due to the collapse of the 21”diameter
sewage transmission main in the City of Camas.Therefore,designated departments are authorized
to enter into contracts and incur obligations necessary to combat such disaster,protect the health
and safety of persons and property,and provide emergency assistance to the victims of such
disaster,if needed.
Section II
Each designated department is authorized to exercise the powers vested under Section 1
of this resolution in the light of the urgency of an emergency situation without regard to time-
consuming procedures and formalities prescribed by law (excepting mandatory constitutional
requirements).
