ORD 2365ORDINANCENO.ANORDINANCEaddinganewsectiontoChapter18.20oftheCamasMunicipalCodethatadoptsSupplementalUseandPerformanceStandardsforSpecifiedAreasoftheNorthDwyerCreekSubarea.THECOUNCILOFTHECITYOFCAMASDOORDAINASFOLLOWS:SectionIThereisherebyaddedtoChapter18.20oftheCamasMunicipalCodeanewsectiontoprovideasfollows:18.20.035-£DwyerCreekSubareaItistheintentofthefollowinguseandperformancestandardstoidentifyandencouragebroadermarketopportunitiesanddiversecommunityneedsinspecificareasoftheNorthDwyerCreedSubarea.Itisfurthertheintenttoprovideabalanceofhousingandemploymentopportunitiesinthesespecificareasandtolimitthenon-residentialusestherebyprovidingforsmallerscalecommercial,retail,service,andofficedevelopments.A.SpecificAreasDesignatedTherearehereby-designatedtwo(2)specificMixedUseoverlaysoftheNorthDwyerCreekSubarea.TheseareasshallbeshownontheZoningPlanmapandwillbeknownasNorthDwyerCreekResidentialMixedUse(NDCRMXD)andNorthDwyerCreekEmploymentMixedUse(NDCEMXD).TheusesidentifiedhereinareadditivetotheuseregulationscurrentlyprovidedforintheLI/BPzoneandtheSubareaPlan.B.UseStandards1.NorthDwyerCreekResidentialMixedUse(NDC-RMXD)-Duetolimitedaccessandthesurroundingnaturalenvironment,thisareshalldevelopprimarilywithattachedresidentialunits,withnolessthan95andnomorethan200dwellingunits.Betweentenandtwenty-fivepercent(25%)ofsecondaryLI/BPusesareallowed,providedthattheuse(s)aresupportiveoftheresidentialuses.Secondaryusessuchasrecreationaluses,homebusinessoccupationaluses,anddaycarefacilitiesshallbeallowedsolongastheyarecompatiblewiththesurroundingresidentialusesandnaturalenvironment.2.NorthDwyerCreekEmploymentMixedUse(NDCEMXD)-Thisaresisintendedtomeetboththecommunity’semploymentandhousingneedsconsistentwiththeCity’sComprehensivePlangoalsandpolicies.Nomorethanfiftypercent(50%)oftheareashallbedevelopedforhousingataminimumdensityoften(10)unitspernetacreandatamaximumoftwenty-four(24)unitspernetacre.Noresidentialdevelopmentwillbeallowedinstand-alonebuildingsoronthegroundfloorofmixed-usebuildingsalongCamasMeadowsDrive.Groundfloorresidentialdevelopmentinmixed-usebuildingsispermittedinareasnotfrontingCamasMeadowsDrive.Theresidentialcomponentofadevelopmentshalloccurconcurrentwithoraftertheemploymentcomponentofthedevelopment.ThebalancemaybeeitherprimaryLI/BPusesoracombinationofprimaryandsecondaryLI/BPuses,providedthatthecumulativeofallsecondarycommercialdevelopmentonsitehasamaximumfloorareaequaltotwenty-fivepercent(25%)ofthegrossfloorareaofalltheuses.TheemploymentportionofthedevelopmentshallprovideacomparablenumberofemploymentopportunitiesperdevelopableacreofemploymentareaaswouldhaveoccurredundertheLI/BPbasezone...'I''v>.,''-'''4' OrdinanceNo.Page-2C.PerformanceStandardsforNorthDwyerCreekMixedUseoverlays.Exceptasotherwiseprovidedabove,adevelopmentproposalintheseareasshallcomplywiththefollowingstandards:1.Alldevelopmentmustbemasterplanned;andsuchmasterplanshallspecificallyaddressutilities,transportation,landscaping,lighting,signage,setbacks,criticalareas,andotherfactorsmateriallyaffectingthedevelopmentandthesurroundingareaprovided,however,thatnothinginthisprovisionshallbeconstruedasallowinggreaterimpacttocriticalareasthanwouldotherwisebeallowedundertheCamasMunicipalCode.2.AllresidentialshallbeMulti-familyorSingle-Familyattached.SectionIIThisordinanceshalltakeforceandbeineffectfive(5)daysfromandafteritspublicationaccordingtolaw.APASSEDbytheCouncilandAPPROVEDbytheMayorthisdayofJanuary,2004.SIGNED:ATTEST:/Clerk/*\v*“t-.,
