ORDINANCE NO. 1780
AN ORDINANCE adopting rules and regulations for
recreation and park areas maintained by the City
of Camas.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF CAMAS AS FOLLOWS:
Section I
Hours. No person or vehicle shall remain upon property in
a City park during closing hours set by the City, except in designated
fishing sites, camp areas and other special use areas. It shall
be unlawful for any person to enter upon any portion of park land
or waters which has been designated as closed to public use or
entry. The public works director shall post the area open to the
public for the specified hours. Parks not posted shall be open
24 hours a day.
Section II
Protection of Property -Destruction of Buildings, Monuments
and Other Properties. No person shall in any of the City parks:
(1) Wilfully mutilate, injure, deface or destroy any guidepost,
notice, sign, or enclosure.
(2) Cut, break, or mark any building, bridge, wall, fountain,
hedge, or other structure.
(3) Appropriate, excavate, injure or destroy any historical
ruin or any object of antiquity, or otherwise harm any work for
the protection or ornamentation of any park or parkway.
Section III
Destruction of Plant Life and Natural Surroundings. No person
shall in any City park:
(1) Cut, break, injure, destroy, take or remove any tree,
shrub, timber, plant or natural object in any park.
(2) Remove any earth, boulders, gravel or sand, without
written permission of the Public Works Department.
Section IV
Fires. No person shall in any City park:
(1) Light any fire upon any park properties or parkway,
except in places designated for such use.

(2) Wilfully or carelessly permit any fire which he has
lighted or which is under his charge, to spread or extend to or
burn any shrubbery, trees, timber, or ornament or improvements.
(3) Leave any campfire which he has lighted or which has
been left in his charge without first extinguishing such fire or
leaving such fire in the care of a competent person.
Section V
Protection of Wildlife -Animals and Birds. It shall be unlawful
for any person while on park property to:
(1) Cause or allow any animal or fowl to run at large.
(2) Kill or pursue with intent to kill, any bird or animal
in any park.
(3) Take any fish from the waters of any park, except in
conformity with the rules and regulations of the State Game Commissioner.
(4) Permit any horse or other animal on park property unless
securely hitched or in charge of some competent person, and then
only in designated areas.
(5) Torture, kill, mistreat, or neglect any animal or fowl.
Section VI
Contraband. All game, animals, fowl, birds, fish and other
aquatic life hunted, killed, taken or destroyed or had in possession
contrary to game or fish regulations are declared to be contraband
and shall be subject to confiscation. Any weapon or object, or
objects carried or used by any person in violation of game or fish
rules, shall also be subject to seizure by the City.
Section VII
Swimming, Bathing and Wading. No person shall:
(1) Swim, bathe or wade in any park lake, rivers, or pools,
except at such times and places as may be provided or designated
for such purposes.
(2) No child shall be left unaccompanied by an adult in
or near any lake, pond, or watercourse.

(3) Appear in a nude or naked condition in any park.
Section VIII
Boating. No person shall bring into, use, or navigate any
boat, yacht, canoe, or raft or other watercraft upon any watercourse
in any park under the jurisdiction of the City, except at such
places as may be provided or designated for such purpose.
Section IX
Camping. It shall be unlawful to camp in any park except
in such areas as may be provided and designated for such purposes
by the City.
Section X
Horses.
(1) It shall be unlawful for any person to ride or lead
a horse in any park not designated and posted as a riding area
or bridle path.
(2) It shall be unlawful for any person to ride a horse
in a careless, negligent or reckless manner so as to create a nuisance
or to endanger the life, property, or person of others on any park
lands of the City.
(3) The driver of any vehicle shall yield the right-of-way
to any person riding a horse on paths.
Section XI
Motor Driven Vehicles. It shall be unlawful for any person
to:
(1) Operate a motor-driven vehicle of any kind in any park
except on roads or designated parking areas.
(2) Operate a motor-driven vehicle in any park at a speed
exceeding 10 miles per hour.
(3) Operate any motor-driven sled or snowmobile on any
park property except where permitted by posted notice.
(4) Drive a motor-driven vehicle in any park for the purpose
of having a speed contest. This section does not apply to any
event for which a permit has been applied for and granted by the
City.

(5) Drive any motor vehicle in any park property while
under the influence of intoxicating liquor or narcotics, drugs,
barbitals, or any derivative or barbital.
(6) Operate a motor vehicle in any park while his license
to operate a motor vehicle has been suspended or revoked.
(7) Operate a motor vehicle in any park without having
a valid operator's license and motor vehicle registration.
(8) Operate any vehicle in any park contrary to posted
traffic signs, symbols, rules or regulations.
(9) Operate any vehicle in any manner in any park property
which results in excessive noise or disturbs the peace of other
persons using the area.
(10) Operate a motor vehicle in any manner so as to damage
the landscaping, vegetation, grass, plantings or any other improvements
in a City park.
Section XIV
Unlawful Obstruction. No person shall by force, threat, enclos-
ing, or any other means prevent any person from entering or leaving,
or making full use of any park property.
Section xv
Hindering Employees. No person shall in any park interfere
with, or in any manner hinder any employee or agent of the City,
in the performance of official duties.
Section XVI
Alcoholic Beverages, Drugs. No person shall have in his posses-
sion any intoxicating beverages while in or upon park property.
No person shall while in or upon park property sell, use or have
in his posession any drug or narcotic, the sale, use or possession
of which is prohibited by state law.
Section XVII
Firearms. No person shall in any park at any time, bring
into, have in his possession, or discharge a revolver, pistol,
shotgun, rifle, bow and arrow, cross bow, sling shot, spring or

gas propelled b-b or pellet gun, spear, or javelin, or any other
weapon, except in designated target range areas.
Section XVIII
Littering and Pollution. It shall be unlawful to:
(1) Discard or deposit refuse of any kind in or upon any
park property except by placing the same in containers provided
for such purpose.
(2) Throw, drop or discharge into or leave in park waters
any substance, liquid or solid which may result in the pollution
of said waters.
(3) Deposit household trash or garbage either on park property
or in trash receptacles belonging to the City.
Section XIX
Exhibitions. No person shall exhibit, display or show any
thing or collection of things, or perform or assist in any performance
in or upon park property or do anything to cause persons to congregate
so as to interfere with the proper use of the property by the general
public or to obstruct the passage of vehicles or persons without
first obtaining written permission from the City Council.
Section XX
Procedure for Obtaining Permit.
(1) Any person desiring to utilize a City park for an exhibition,
performance, assembly, display or other similar activity shall
submit an application for a permit to conduct such activity to
the Public Works Director.

c. The starting and ending time of the event and the
number of people attending.
d. The sponsor's written guarantee that all litter
and debris will be picked up following the event.

(3) So long as the proposed activity is legal, is in compliance
with the provisions of this chapter, and does not unduly interfere
with the rights of others to use park facilities, the application
will be granted and the requested area or an alternate area will
be assigned by the Public Works Director.
(4) Outdoor music festivals as defined by RCW 70.108.010
shall be prohibited in all parks except:
a. Any charitable or non-profit organization may apply
to the City Council for a permit to hold a dance or concert, the
attendance at which will be limited to less than 1,000 persons.
b. Such permits shall be for one (1) day only, and
shall designate the area of the park which may be used for such
dance or concert, and shall specify the hours for such activity.
c. The sponsor must provide signatures of persons
who are willing to mingle with and monitor the group to insure
that all rules, laws, and regulations are obeyed, including rules
and regulations relating to alcohol consumption, use of drugs,
and disorderly conduct. The number of monitors shall be on a 1
to 10 basis.
d. The volume of music at such dance or concert shall
not exceed 80 decibels or interfere with the activities or other
park users.
e. Any fee for admittance to any such dance or concert
shall be specified in the application to the City Council.
f. Such application must be made sixty (60) days prior
to the event.
Section XXI
Special Permits. No construction or maintenance shall be made
on any park property by any person, firm or corporation without
having obtained written permission authorizing such work from the
City Administrator specifying in detail the work to be done and
the conditions to be fulfilled.

Section XXII
Reservation. It shall be unlawful for any person or persons
to interfere with the use of a reserved area of any park.
Section XXIII
Parking in Prohibited Areas.
(1) It shall be unlawful for the operator of a vehicle
to stop, stand or park his vehicle in any place marked as a passenger
or loading zone.
(2) It shall be unlawful for the operator of a vehicle
to stop, stand or park his vehicle upon any roadway or in any parking
area as to form an obstruction to traffic.
(3) It shall be unlawful to park in areas not designated
for parking.
Section XXIV
Penalty. It shall be a misdemeanor punishable by a fine of
$500.00 and/or ninety (90) days incarceration in the county jail
to commit any act made unlawful by this ordinance or for any person
to violate any of the provisions of this ordinance.
Section XXV
Severability. If any provision of this Ordinance, or its
application to any person or circumstances held invalid, the remainder
of the Ordinance, or the application of its provisions to other
persons or circumstances shall be not affected.
Section XXVI
Effective Date. This Ordinance shall take force and be in
effect five (5) days from and after from and after its publication
according to law.
