ORDINANCE NO . AN ORDINANCE amending Chapter 2 . 12 designating the Code Compliance Officer as a position within the City of Camas Police Department ,. THE COUNCIL OF THE CITY OF CAMAS DO ORDAIN AS FOLLOWS . Section I Section 2 . 12 . 020 is hereby amended to provide as follows . 2 . 12 . 020 Personnel - Positions Desisnated . The positions within the Police Department shall be chief, captain , sergeant , corporal , police officer , social service specialist , community service officer , code compliance officer , parking enforcement officer/clerk , and administrative personnel . The number of positions in each classification shall be as the Council may provide from time to time . The positions of community service officer , social service specialist , code compliance officer , parking enforcement officer/clerk and administrative personnel shall not be law enforcement officers as defined by Chapter 41 . 26 of the Revised Code of Washington . All members of the Police Department who occupy the position of social service specialist shall , however , have power to arrest , as is possessed by any law enforcement officer of the City . The department may have a reserve membership . Each police reserve and all other police department employees shall be required to pass a thorough background examination , including a polygraph or other accepted lie detection examination , medical and physical examination in order to be eligible to serve . Shortly thereafter Council was briefed on the proposal to construct a job description which adds the animal control component . to the existing code enforcement responsibilities . At some point in the future we envision Camas will hire a second employee to conduct the full function ® At that time Camas will withdraw from the inter - local agreement with Washougal for animal control services . After significant research staff has formalized a new job description , Labor has agreed to the modifications and subsequently we have adopted the remodeled job description . Coming to Council in the next meeting regular agenda will be two ordinance changes formalizing these changes . T� oteworthy in the ordinances is . 1 . The position moved from Co.rrtmunity Development to the Police .Department to more easily prosecute violations requiring enforcement action . The PD has an established system of handlingr inves t i ga tingr supervising , and coordinating cases requiring prosecution with the City attorney ' s office , The Code Compliance Officer will still work closely with Comrnuni ty Development , Building and Public Works staff in the course of their duty . 2 . The position title is changed to Code Compliance ' Officer ` from ' Specialist ' . The title change aligns with what we .found to be the prevalent title in the industry . .3 . The position is specifically excluded from the LEOFF retirement system . 4 . A change to Chapter 2 . 12 requires ° ' all police employees pass a thorough .background examination , including polygraph or other lie detection examination , medical and physical examination in order to .be eligible to serve " . In 200 .E the state passed legislation requiring police officers to pass lie detector and psychological examinations to .be eligible for certifica tion . C ) Respond to citizen complaintsand and reports from other agencies al departments on alleged violations of City zozling and related municipal codes , including substandard structures , zoning violations , debris , unsanitary conditions , and abandoned or inoperative vehicles , d) Inspect single family domes , apartment buildings , businesses and vacant lots to ensure compliance with City zoning and health and safety requirements . C) Interpret and explain municipal codes and ordinances to members of the general public , cQntracto rs , business owners and other interested groups . f) To perform, such other duties and responsibilities as may be assigned from time to time by the Chief of Police or designee . 2 . 94 . 030 Comyensikt! ,Qn : The salary of the Code Compliance Officer shall be asthat as established in. the Official Pay Plan of the City pursuant to Section 2 . 64 . 020 of this code .
