ORD 2242ORDINANCENO.ANORDINANCEamendingChapter2.12oftheCamasMunicipalCodetoprovidefortheexerciseofarrestpowersbysocialservicespecialistswithintheCityofCamasPoliceDepartment.WHEREAS,CamasMunicipalCode2.12.020establishedthepositionofsocialservicespecialistwithintheCityofCamasPoliceDepartment;andWHEREAS,thepositionofsocialservicespecialistpursuanttoCamasMunicipalCode2.12.020isnotalawenforcementofficerasdefinedbyChapter41.26oftheRevisedCodeofWashington;andWHEREAS,theCityemployeesperformingthedutiesofthesocialservicespecialistencountersituationswhereinitisdeemedadvisablebytheCounciloftheCityofCamastoallowsocialservicespecialiststoexercisethepowerofarrest;andWHEREAS,inprovidingforthepowerofarresttobeexercisedbythesocialservicespecialistwithintheCityofCamasPoliceDepartmentitistheintentoftheCounciloftheCityofCamasthatsuchpowerofarrestshallnotvestanysuchemployeewithanypolicecivilserviceorpolicepensionrights,allasdesignatedinChapter41.26oftheRevisedCodeofWashington;andTHECOUNCILOFTHECITYOFCAMASDOORDAINASFOLLOWS:SectionISection2.12.020oftheCamasMunicipalCodeisamendedtoprovideasfollows:2.12.020-Personnel-PositionsDesignated.ThepositionswithinthePoliceDepartmentshallbechief,captain,sergeant,corporal,policeofficer,socialservicespecialist,parkingenforcementofficer/clerkandadministrativepersonnel.ThenumberofpositionsineachclassificationshallbeastheCouncilmayprovidefromtimetotime.Thepositionsofsocialservicespecialist,parkingenforcementofficer/clerkandadministrativepersonnelshallnotbelawenforcementofficersasdefinedbyChapter41.26oftheRevisedCodeofWashington.AllmembersofthePoliceDepartmentwhooccupythepositionofsocialservicespecialistshall,however,havethepowertoarrest,asispossessedbyanylawenforcementofficeroftheCity.TheDepartmentmayhaveareservemembership.Eachpolicereserveshallberequiredtopassathoroughbackground,medicalandphysicalexaminationinordertobeeligibletoserveasapolicereserve.SectionIIThisordinanceshalltakeforceandbeineffectfive(5)daysfromandafteritspublicationaccordingtolaw.
