ORD 2156ORDINANCENO.2l5lANORDINANCEadoptinganewmasterprogramentitled“CamasShorelineMasterProgram,February2,1998”asthemasterprogramforregulationoftheshorelineswithintheCityofCamas.THECOUNCILOFTHECITYOFCAMASDOORDAINASFOLLOWS:SectionITheCouncilmakesthefollowingfindings:A.TheCityofCamashasheretoforeadoptedadocumententitled“ShorelineManagementMasterProgram,October24,1977”asthemasterprogramforregulationoftheshorelineswithinthecityasrequiredbyChapter90.58,RevisedCodeofWashington.B.UnderChapter90.58,RevisedCodeofWashington,thecityhasacontinuingobligationtoprovidespecificcriteriaforthemanagementofshorelineswithintheCityofCamas.C.SinceadoptionoftheinitialShorelineManagementMasterProgram,thecityhasannexedterritorywhichcontainsshorelinessubjecttoregulationunderRCW90.58.D.TheCityofCamasformedaCitizensAdvisoryCommitteetoupdatetheShorelineManagementMasterProgrambyincorporatingnewshorelinesofannexedterritoriesintothemasterplan,andbyupdatingandrevisingthesubstantiveprovisionsintheplan.E.TheCitizensAdvisoryCommitteeworkinginconjunctionwiththecityplanningstaffhavecreatedanewdocumententitled“CamasShorelineMasterProgram,February2,1998”.F.ThecityhasheldpublichearingsbeforethePlanningCommissionandbeforetheCityCounciltoconsidertheCamasShorelineMasterProgram,February2,1998andtoallowpubliccomment.G.TheCamasShorelineMasterProgram,February2,1998hasbeenforwardedtotheDepartmentofEcologyforreviewandcomment,andsaidMasterProgramhasbeenapprovedbytheDepartmentofEcology.H.ThecitydesirestoadopttheCamasShorelineMasterProgram,February2,1998asthemasterprogramfortheregulationoftheshorelineswithintheCityofCamas.SectionIIThatdocumententitled“CamasShorelineMasterProgram,February2,1998”beandthe
