RATIFICATIN, RENEWAL and 1sT AMENDMENT to
Interlocal Agreement
City of Camas and Clark County
Jones Creek Flow Monitoring Project
This Ratification Renewal and 1St Amendment is codified this L day of .Tao ,
D by signature approval of Clark County (County) and The City of Camas (City) .
WHEREAS , the parties entered into the above ILA on January 20, 2015 ; and
WHEREAS , the ILA had a duration through September 30 , 2019 , with the option of indefinite
renewals at five year increments ; and
WHEREAS , the ILA did not contain explicit termination or expiration dates , nor did it contain a
prohibition against ratification; and
WHEREAS , the ILA was not renewed on September 30 , 2019 but the parties proceeded with
conduct under the ILA as if it had been renewed; and
WHEREAS , the parties to the ILA believe ratification of the activity conducted pursuant to the
ILA between September 30, 2019 and the execution date of this Amendment is in the continuing
best interests of the parties ; and
WHEREAS , the parties believe renewal of the ILA for a five year period, starting at September
305 2019 , is in the parties ' best interests ; and
WHEREAS , the parties have also determined, in the course of activity conducted under the ILA,
that certain reporting requirements in the Scope of Work are unnecessary and should be
amended; and,
WHEREAS , the parties also wish to take this opportunity to amend the contact information in
the original ILA to more accurately match the contact points currently operating under the ILA .
NOW, THEREFORE , in consideration of the benefits enjoyed by both parties in the continued
operation of this ILA, the parties agree as follows :
Section 1 : Ratification
The parties hereto agree that all activity that took place from September 30 , 2019 through
the execution date of this document are hereby ratified as if they had taken place under the
original ILA during its original term .
Section 2 : Renewal
The parties hereto renew this ILA for a five year period that started on September 30,
2019 , which will endure up through September 30 , 2024 .
Section 3 : Amendment
The parties hereto agree to amend Attachment A of the original ILA as noted in the
attached Amended Attachment A .
Except as modified above, all existing terms and conditions remain in full force and effect.
IN WITNESS WHEREOF , the parties have codified this modification to the above captioned
contract on the date first written above .

Scope of Work
INTRODUCTION
Background
Clark County Clean Water Program ( Clean Water) has been collecting stream flow and
rainfall data in several Clark County streams to support its storm water management
program . Jones Creek , above the City of Camas ( Camas ) water intake , is one of those
sites . Recently , budget constraints have limited Clean Water' s ability to continue
operation of several gauges , including Jones Creek . At the same time , Camas sees an
increased need for Jones Creek data as part of regional efforts to manage water
resources . This Scope of Work proposes to use Clean Water Staffing to continue
stream flow monitoring in Jones Creek as a service to Camas .
Project Overview
Camas needs daily flow values for the months of July through October and a flow
record for the balance of the year. Clark County will provide this information and
continue its monitoring of Jones Creek .
PROJECT SCOPE
Clean Water will perform the following activities :
• 6 ( bkmonthly) site visits to maintain the site , calibrate equipment as needed , and
perform a discharge measurement .
• Yearly rating curve maintenance and development .
• Calculate 15 minute flow data for each water year.
• Daily email with the instantaneous flow value sent to designated Camas
contacts .
Contingency and Equipment Replacement
• Contingency is included to account for unforeseeable expenses due to change in
the stream channel geometry .
• Camas will reimburse Clark County for replacement equipment .
The following assumptions apply to this project :
• Clean Water equipment and instrumentation are already in place , so no set up
costs are incurred other than data logger replacement .
• Clark County staff will have continued access to the Jones Creek gauge at
Camas water intake .
